Legislative Consent Memorandum for the Children and Families Bill

As you will be aware the Business Committee has referred the Legislative Consent Memorandum (LCM) for the Children and Families Bill to the Health and Social Care Committee, along with the Children and Young People Committee, for consideration.

During our meeting this morning, we had some initial discussions about the LCM and we would be grateful if you would provide some clarification on the following points—

§ why the provisions contained in the LCM were not included within the Welsh Government’s Social Services and Well-being Bill, as they relate to provisions contained within that Bill; and,

§ what transitional measures are being put into place in relation to the dis-application of the Adoption and Children Act register to Wales.

As we have to report by 22 March 2013, I would be grateful to hear from you by Thursday 7 March in order that Members can consider your response fully before preparing their report.
